For the first time ever U.S. foreign policy now includes combating the criminalization of LGBT status or conduct abroad, protecting vulnerable LGBT refugees and asylum seekers, leveraging foreign assistance to protect human rights and advance nondiscrimination, ensuring swift and meaningful U.S. responses to human rights abuses of LGBT persons abroad and engaging international organizations in the fight against LGBT discrimination; these are all new objectives for the State Department and Mr. Baer (Deputy Assistant Secretary, Bureau of Democracy, Human Rights and Labor, Department of Statecan speak to all of these.
